Bokeh is a technique in photography wherein images are made blur in a way that they are pleasing to the eyes of the viewer. When used with lights and creativity, they can give an amusing and playful effect to the image. Bokeh is not a technique, it is an attribute or property within a photograph. More exactly, it is an attribute of a particular lens. We speak of a lens as having beautiful (or putrid) bokeh.
I took something like this too last year at Xmas, those lights in the back are bokeh xmas tree lights
